What are genuine tax free cigarettes? In other words, is there anything truly like that available in United States? Legally, there are tax free cigarettes available in US, such as the ones manufactured and sold by the Seneca Nation of Indians based in western New York. But, then it is available only in selected websites/shops. In rest of the country, there is a federal tax of $3.90 levied per carton of cigarettes. That gives an idea as to why a carton of genuine Marlboro, Winston, Montclair, Salem or Camel costs around $40.
Then, there is this illegally sold ‘tax free’ cheap cigarettes that are available in various online stores. Such cheap Salem and Marlboro cigarettes are only half the price of an original taxed cigarette carton because their price does not include the taxation amount. For example, when the taxed cigarette carton costs $40 or more in the market/stores, the same brand cheap discount cigarettes sold illegally online costs a lowly $12 or $13.
From the above, it is clear that the major chunk of the price charged on cigarette cartons is owing to the various taxes imposed on its manufacture, raw materials, sale etc. The actual cost of the cigarettes minus the taxes will be only half of its market price. This is also exactly the reason why there is a mad rush for cheap online cigarettes all over the US. However, don’t take it for granted that online sales of cheap premium cigarettes are allowed in all states in US. For example, states like California has already banned the online marketing and sales of cheap cigarettes or any other cigar and tobacco brands.
Most online cigarette stores also ship cheap discount cigarettes to other countries as well, provided the country of the customer permits such trans-national shipping of cigarette cartons. Such a reservation is relevant as in certain countries like Thailand, India, Angola, and Spain, where shipping of cheap discount cigarettes is banned by stringent laws, and is a punishable offence if somebody is found violating it. Usually, hence, most online cigarette stores mention in no uncertain terms in their website to which all countries they ship cheap discount cigarettes and to which all nations they do not.
The genuine cheap cigarette online stores, selling tax free cigarettes, are the ones that are governed by the Seneca Nations of Indians Business Code, and usually will carry a certified Seneca Nations of Indians online retailer seal. And for a customer to complete a purchase with such a store, the person has to prove that he/she is above eighteen years old and holds a valid driving license. The sale is made only after the verification is finished. Once it is done, the cigarettes will be shipped normally within 5-7 days of order.
Tax free cigarettes are also sent through mail, in which case the rules, regulations and procedures of the post office are also to be followed. The US law also bans tax free cigarettes from reselling in any form. It is only for personal use.

Recent years have seen a hefty rise in cigarette prices. The major reason is the heavy tax imposed on cigarettes by various states in the US. Another reason for the rising price is the series of multibillion dollar suits filed against tobacco manufacturers. Most smokers find discount cigarettes an easy to avoid the impact of taxes.
Online discount cigarettes has become a catchphrase among the patrons of premium brands such as Marlboro, Newport, Doral, Parliament, Camel and Barclay. With the advent of discount cigarettes, one can now enjoy their favorite brand at a much lower cost. Websites displaying the “discount cigarettes online” tag offer a variety of premium and generic cigarette brands at heavily discounted prices, owing to the tax exemption that online sales enjoy. However, “discount cigarettes online” websites desist from supplying cigarettes to some states because of the strict laws that have been applied to online sales.
Online retailers who advertise “discount cigarettes online” generally operate from states that impose lower taxes on cigarettes. They can afford to supply the goods at much lower prices. Businessmen located in reserved Indian lands, where federal tax laws do not apply, also manage “Discount cigarettes online” websites. A large portion of the online sales originate from Indian reserved lands, especially the Seneca lands. A recent study indicates sales from Seneca lands amount to almost $300 million a year.
Websites sporting the “Discount Cigarettes Online” title usually contain a note ensuring complete security of the buyer’s personal information. Most buyers are apprehensive of the possibility of federal or state agencies tracking them down to pay taxes. However, in most cases, local taxes do not apply to online sales. Moreover, the cigarettes ordered through a website are usually delivered through mail, which attracts no tax.

States cut funding for tobacco prevention programs by more than 15 percent in the past year, even though they’re receiving record amounts of money from tobacco taxes and from the 1998 state tobacco settlement, says a report released Wednesday. “Fully funded tobacco prevention and cessation programs stop addiction before it starts, and improve the health of our nation’s communities. States must do better at funding programs that help reduce tobacco use and protect the health of children, 3,500 of whom try their first cigarette every day,” John R. Seffrin, chief executive officer of the American Cancer Society Cancer Action Network, said in a news release.
“Despite their current budget challenges, the states lack excuses for failing to do more. They are collecting record amounts of Tobacco money, more of which should be used to fight the tobacco problem,” Matthew L. Myers, president of the Campaign for Tobacco-Free Kids, said in the release. “And there is overwhelming evidence that tobacco prevention programs not only reduce smoking and save lives, they also save money by reducing tobacco-related health-care costs. Those states that make short-sighted decisions to cut tobacco prevention will pay a steep price in lives and dollars.”
The American Heart Association, the American Lung Association and the Robert Wood Johnson Foundation are the other groups involved in the release of the report, “A Broken Promise to Our Children: The 1998 State Tobacco Settlement 11 Years Later.”
Among the findings:
* In the past year, states have cut funding for tobacco prevention by $103.4 million (15.4 percent). Including cuts approved last week, New York made the largest cut — $25.2 million (31 percent) — even though the state has a successful program that’s reduced smoking to well below the national rate. Colorado, Maryland, Pennsylvania and Washington are other states that have made large cuts to tobacco prevention programs. * In fiscal year 2010, states will collect $25.1 billion in revenue from the tobacco settlement and from tobacco taxes, but will spend just 2.3 percent ($567.5 million) of that on tobacco prevention and cessation programs. Many states are expected to hike tobacco taxes next year. * North Dakota is the only state that currently funds a tobacco prevention program at the level recommended by the U.S. Centers for Disease Control and Prevention. Only nine states fund tobacco prevention at even half the CDC-recommended level, while 31 states and the District of Columbia provide less than one-quarter of the recommended funding. * For every dollar states spend to discourage tobacco use, tobacco companies spend $20 to market their products. In total, tobacco companies spend $12.8 billion a year on marketing, according to the Federal Trade Commission.
Decreases in smoking have slowed and even stalled in the United States, according to recent surveys. For example, the adult smoking rate in 2008 was 20.6 percent, compared with 20.9 percent in 2004, the CDC reported in November. While smoking among high school students has declined from a high of 36.4 percent in 1997, 20 percent of high school students still smoke and the rate of decline has slowed in recent years.
Along with calling for states to significantly increase funding for tobacco prevention and cessation programs, the new report calls on Congress to ensure that health-care reform legislation provides adequate funding for anti-tobacco programs and makes it mandatory for Medicaid and other health insurance programs to cover medications and counseling for people trying to quit smoking.
“The inadequate funding of tobacco prevention and cessation programs is a powerful example of misplaced priorities in our nation’s health-care system,” Dr. Risa Lavizzo-Mourey, president and CEO of the Robert Wood Johnson Foundation, said in the news release. “We spend too much time on treating people after they get sick and too little on keeping them healthy in the first place. Investing more in proven tobacco prevention programs and policies, like smoke-free restaurants and workplaces, will help people lead healthier lives and reduce health-care costs.”
Tobacco use — the leading preventable cause of death in the United States — claims more than 400,000 lives and $96 billion in health-care dollars each year. Every day, another 1,000 children or teens become regular smokers and one-third of them will die prematurely as a result of their tobacco use.

Revenue: The most important purpose, taxes raise revenue for the government to spend on education, transportation, jobs, local governments, military, and judicial systems. Without taxes finding funding to build schools and buy books for them would be incredible difficult. Our country, as well as many others, is literally funded by our own taxes. Individuals, companies, and small businesses all get taxed for certain endeavors and those funds then go back into our economy.
As long as a country is thriving, there should be revenue coming in through taxes. However, concerns have arose in the past few years as to whether or not the United States is meeting expected revenue. Experts claim the economy is protected enough to let the low revenue affect taxpayer’s day to day lives.
Redistribution: Many debate the purpose of using taxes for redistribution, but the main idea is to tax those who can afford it (i.e. the wealthy) and use the money to fund programs for lower income families. Debate rages on as to whether or not this tactic is fair or if our government is even properly redistributing in the first place. Current presidential candidates disagree on the President Bush tax cuts in particular, which democratic candidates Sen. Barack Obama and Sen. Joe Biden feel give tax cuts to the wealthiest Americans, completely defeating the purpose of redistribution in our tax system.
Re-pricing: The tax system is also used to discourage and encourage. Taxes on things such as cigarettes and liquor discourage the intake of substances. The idea of implementing a carbon tax encourages fuel efficiency, but again is much like a penalty. Re-pricing is another main purpose of the inner workings of our tax system, because it is a large and equal flat tax, given to any and everyone indulging in such taxable items. Re-pricing happens all over the market in multiple ways in order to keep a sort of balance and subtle control on spending.
Representation: American revolutionists often coined the phrase “no taxation without representation,†so taxpayers know the government may be able to tax them, but accountability is mandatory. It is important for United States citizens and the government to be on even terms with taxes, and that all reasons and uses for said collected taxes are available to the public in multiple forms. It’s hard to remember that taxes are there to help us, but representation will always keep the information available.

Texas received the highest civil award in history from the tobacco companies. Texas held that tobacco was addictive, that the companies knew this and in fact increased the nicotine amout to make it even more so. They contended that the companies customers were physically, financially and emotionally abused by these practices and compensation was demanded.
So the courts awarded Texas $13 billion dollars for having done such terrible things to so many people over such a long period of time. To date no smoker has received any of the money collected in the name of their suffering. The state grasiously decided that since the schools partially funded by the state lottery would be better served by adding an additional $1.00 per pack tax to raise more money for shool funding. Schools are gambling & smoke free environments.
Dichotomy? It’s a yes or no question.
No offense, but your fact pattern and question make no sense. What’s a “dichotomy” of a cigarette tax? Do you mean instead a “diversion” of the cigarette tax?
And what’s the tax have to do with a 13 billion dollar judgment against tobacco companies? Do you have a link to this 13 billion dollar judgment? Do you have a link supporting any of your assertions?

Is this how democrats want to pay for healthcare reform?
A large portion is expected to come from reductions in Medicare and Medicaid. But that won’t pay for the full overhaul.

- taxing soda
- “surtax” on people making more than $250,000.
Don’t the poor of society pay a lot of taxes for soda and cigarettes? Will this bill have a payment clause where anyone making under $250K will get a check like the one in the cap and tax bill?

As to poor paying taxes — D’ah, what else is new. The poor pay taxes in sales and excise taxes at the same rate as anyone else they also suffer more by the hidden tax of inflation. Do recall that the Great Thief and Liar FDR, set up the FICA tax when workers were expected to live to be 59.6 yo but would be able to retire at 65 yo. He(FDR) also set up subsidies to encourage tobacco growth and usage so that states and the Fed could obtain more excise taxes — repeal of the 18th amendment was to get liquor taxes flowing into his overspending hands again. He also taxed Marijuana out of existence to prevent Northern migration of certain ethnic groups and to encourage tobacco (taxed) usage and to punish the use of ditch weed (non-taxed).
What is the current status of crossing to Oklahoma from Texas and purchasing cigarettes for personal use from.?
Government taxes on cigarettes to fund healthcare for other people’s children, on top of all the taxes on cigarettes is pure discrimination of one group of people. I paid for my children’s insurance with no help from anyone. Neither did I get $1000 tax credit per child.

It is illegal to import taxable items such as cigarettes across state lines for the purpose of tax evasion.
Should California encourage its residents to smoke?
Assembly Speaker Fabian Nuñez and Gov. Arnold Schwarzenegger formally filed an initiative Friday that would finance their plan for a $14.4-billion expansion of healthcare to most Californians, in part by almost doubling the state tax on cigarettes to $1.75 a pack.
Doesn’t paying for Healthcare using cigarette taxes make it necessary for the state to promote smoking so the revenue keeps flowing?
I don’t think any state has used cigarette taxes to fund health care; it usually goes into the general fund and is spent on various useless agendas instead.
