The rising cost of car tags is grabbing headlines as six state legislators return to Jackson Tuesday to continue debating how much to raise Mississippi’s cigarette tax, but the equally serious matter of smoking and its health care costs remains a major part of the debate.

The House and Senate have passed different versions of a cigarette tax increase. The House bill would have raised the cigarette tax to $1 a pack while the Senate approved raising the tax about 49 cents a pack.

A conference committee of three state senators and three House members is trying to resolve the different measures, but they’re stuck.

So far, Senate conferees have agreed to raise the tax to 64 cents a pack.

The House is standing pat at 75 cents a pack.

Negotiations resume Tuesday at the Capitol in Jackson.

Conferees agree raising the cigarette tax will replenish the State Tax Commission fund that rebates auto sales tax money to counties to help hold down the cost of car tags.

When the cost of cigarettes goes up, the number of smokers goes down. That means state and federal government have to spend less on smoking-related illnesses such as cancer, heart disease, stroke and respiratory illnesses like emphysema.

The largest increase in federal tobacco taxes occurred April 1 when the tax rate rose from 39 cents to $1.01 per pack of cigarettes.

That move is expected to result in a million smokers giving up the habit and prevent 2 million young people from ever starting, according to the Centers for Disease Control and Prevention.

In Mississippi, the Campaign for Tobacco-Free Kids estimated that that state spends $8.37 in health care for every 18 cents — the current state cigarette tax rate per pack — collected in cigarette taxes.

Mississippi’s cigarette tax rate is the third-lowest in the country.

Meantime, quitting smoking is one of three health care practices — childhood immunizations and the prophylactic use of aspirin (mainly to prevent heart disease) are the others — that the state funds, which will result in a net gain for taxpayers, said Thomas Payne, a clinical psychologist and associate director of The ACT Center for Tobacco Treatment and Research at the University of Mississippi Medical Center.

“We collect 18 cents (in taxes) and shell out $8.37 in health care per pack of cigarettes sold,” Payne said.

“This is very costly to society. For every pack of cigarettes sold, we lose more than $8.”

Additionally, treating smokers who are on Medicaid is costly for the state. The federal government funds about 76 cents of every Medicaid dollar spent in Mississippi. The state pays the rest.

The CDC estimates up to 37 percent of Medicaid recipients are smokers, which means state and federal governments eventually will have to pay health care cost for them.

About 24 percent of Mississippians are smokers, Payne said.

He noted a direct correlation between education levels and smoking. Only 5-6 percent of individuals holding doctoral degrees smoke, but more than 20 percent of people who did not finish high school are smokers.

“The higher the education and income level, the lower the rate of smoking,” he said.

Where are all the Obama supporters on the Cigarette Tax?

Don’t you love it. All those Obama lovers out there sure are quiet. They got hit with a huge tax on their smokes, and just can’t figure out why. “No tax increases for people who make under $250,000?”

Are there any figures on the income of the average American smoker? I will certainly bet a huge majority voted for Obama….this is the paybacks for your support. Studies have shown that low-income people are most likely to smoke, therefore this tax is certainly not going to help Americans.
If they wanted people to quit smoking, they could do it tomorrow simply by making tobacco illegal. Don’t see that happening, do you?

This has nothing to do with health. It’s all about raising taxes to support yet another spending bill. It’s not even being used for anti-smoking programs or similar smoker related disease, it’s funding (if you believe it) child health care.

I suggest you all read the bill before further comments.

Don’t smoke. Your tax will be zero.

Introduction

You may be reading this article because by now you are probably aware that hypertension or high blood pressure can cause major problems to your health. And you are right. But it is also true that high blood pressure can be controlled if you take the right steps, one of them being an adequate diet. That’s why people with hypertension need to be aware of what foods would be of benefit and which ones could be damaging to this condition. Let us look at the steps you can take.

If you have hypertension

If this is your case, don’t get discourage thinking that a healthy diet means eating “boring” menus; nothing of that sort. What it means is that you may need to make small changes in your menus and follow certain simple guidelines such as the ones listed below:

Lower salt in your meals a little more

Reducing the sodium (salt) in your diet causes high blood pressure to go down. Avoid salty and smoked foods, cold cuts and hard cheeses. To season meals, replace salt with aromatic herbs, lemon or vinegar. 

Foods rich in potassium

This mineral helps achieve an internal equilibrium with sodium. You find it in fruits and vegetables. Try to include a salad at lunch time. I, personally, like steamed vegetables such as spinach, green peas or green beans sauté with olive oil and a couple of garlic cloves; any of these vegetables would make a healthy and tasty side dish. At night, try to include either a vegetable soup or a vegetable pure as a first dish. 

Reduce saturated fat

Fats from animal origin (cold cuts, meats and eggs) raise blood pressure while Omega-3 fats (fish) and oleic acid (olive oil) lower it. Try to include about 2 or 3 times a week fatty fish for lunch or dinner. As for breakfast, you can have a toast of whole grain bread, low in sodium, with extra virgin olive oil. Olive oil would help you not only to maintain the right level of blood pressure but would also protect your arteries.

Avoid alcohol excess

If you drink alcohol, do it in moderation: a small glass of red wine a day with meals. Studies have shown that an excess in alcohol consumption accounts for 7% of the hypertension cases.

Limit coffee intake

Limit beverages that contain caffeine such as coffee, tea, cokes, etc. because they trigger high blood pressure. My favorite beverage is water; you cannot go wrong with it.

More calcium and magnesium

Research has shown that low doses of calcium and magnesium, especially during menopause, raise the level of blood pressure. How can you include these two minerals in your diet? Increase your intake of dark green vegetables such as spinach, lettuce, kale, etc. You can find a large variety of dark green vegetables at the market ready to be included in your salad with very little work on your part.

Vitamin D

According to the University of Harvard, women who ingest daily calcium and vitamin D have less risk to develop hypertension. My favorite way to increase vitamin D in my body has always being walking in the sun at least 20 minutes a day, most days of the week. If you work, you may take 15 or 20 minutes after lunch in sunny days and go out for a walk. It would do wonders for you: it would help you lower hypertension, prevent osteoporosis, and, I guarantee you, would get you in a good mood.

Control your stress

Situations that cause you anxiety and stress can raise your blood pressure. Stress triggers certain hormones that in turn, they cause the level of blood pressure to go up. You may want to try meditation; it works wonders to lower hypertension.

Do not smoke

A study of the Harvard Medical School has shown that women who smoke two packs of cigarettes a day have a 21% more risk of developing hypertension. Remember that hypertension is the major risk for strokes and heart attacks.

Avoid being overweight

Overweight triggers hypertension. If you have some extra pounds, don’t just go on a temporary diet. The best way to keep an adequate weight is to learn how to eat healthy and keep the good habits for the rest of your life.

Walk

Try to walk at least a minimum of 30 minutes a day, 4 or 5 days a week. It would help lower your hypertension. Walking several days a week helps also lower the level of LDL, the bad cholesterol, and increase HDL, the good one.

Conclusion

As you can see, making a few changes is not as bad as it sounds because.  A few changes in your diet will pay back handsomely by keeping your hypertension or high blood pressure under control which in turn can save you a lot of grief, mental and physical, in the future.

Owners of a bar in Cullera, Spain – near Valencia – are providing a unique service for their customers to help them relax and deal with the hard economic times. They are serving free beer and tapas (costing about $2.10) to customers who release their recession-caused frustration by insulting them. The insults, however, have to be creative and good-natured. For example, a customer said one owner’s ears were so big they reminded her of a car with its doors wide open. As a promotion gimmick for their newly opened bar, the owners are literally “paying insults”.

Debit cards can be used almost anywhere credit cards can; and during the hard economic times of 2008, Americans are using them more. According to Visa, the country’s biggest card payment network, $206 billion was spent with its debit cards and $203 billion with its credit cards. Many banks extend credit-card type, $50-maximum-liability protection – something Visa expects from banks issuing its debit cards – but the law for debit card fraud is different. The longer it takes to report fraud, the less money customers are guaranteed to get back. It’s hoped Obama’s “Consumer Financial Protection Agency” will get credit for fixing this.

Because of hard economic times, the cost of medical care is an increasing concern for employers. According to the National Business Group on Health, median health care cost per employee in 2008 was $7,173. Nevertheless, companies can save $1.49 to $4.91 in health-related expenses for every dollar spent on wellness programs. A survey of about 500 human resources and benefit executives found that 50% of companies have, will introduce or will increase investments in wellness promotion. Thirty-two percent have, will introduce or will increase financial incentives for employee participation; and 45% are considering introducing or increasing penalties for non-participation. Good health is good business.

When states need money in hard economic times, they raise cigarette taxes, a move supported by public health groups as a way to discourage smoking. Among the states that raised cigarette taxes in 2009 are Arkansas, Hawaii, Kentucky, Mississippi, New Jersey, Vermont and Wisconsin. Florida raised its tax by a dollar. So did Rhode Island. In fact, the tax on a pack of cigarettes in Rhode Island is $3.46 – the highest in the country. However, with less than 20% of Americans smoking and the high cost of cigarettes dragging sales down more, cigarette taxes are burning out as a revenue source.

The new federal taxes on tobacco went into effect today 04/01/2009.bulk went up 20 times the amount?

rolling papers also went up will it now be cheaper for smokers to purchase marijuana and smoke it in a bong than to roll their own cigarettes?
So you won’t think i am whining i do not SMOKE anything and i buy good condoms so they do not smoke either.
This is the governments April fools joke on the fools that smoke.

Yes it has and it is the highest tax hike in the history of the United States. Whether or not people agree that smoking is bad, it is still a practice that this government administration will start to get used to.
obama promised that he wouldn’t raise taxes on people making less than $250K a year, but I guess he has found a way to go back on his word. I wonder what industry or what other SIN tax will he go after next? Maybe he will tax the hell out of your personal poison that you enjoy, maybe botox?
We may not be able to agree about smoking, but we should be able to agree that using taxes is the wrong way to get money from the people to the government to let them choose how to spend your money.
