States cut funding for tobacco prevention programs by more than 15 percent in the past year, even though they’re receiving record amounts of money from tobacco taxes and from the 1998 state tobacco settlement, says a report released Wednesday. “Fully funded tobacco prevention and cessation programs stop addiction before it starts, and improve the health of our nation’s communities. States must do better at funding programs that help reduce tobacco use and protect the health of children, 3,500 of whom try their first cigarette every day,” John R. Seffrin, chief executive officer of the American Cancer Society Cancer Action Network, said in a news release.
“Despite their current budget challenges, the states lack excuses for failing to do more. They are collecting record amounts of Tobacco money, more of which should be used to fight the tobacco problem,” Matthew L. Myers, president of the Campaign for Tobacco-Free Kids, said in the release. “And there is overwhelming evidence that tobacco prevention programs not only reduce smoking and save lives, they also save money by reducing tobacco-related health-care costs. Those states that make short-sighted decisions to cut tobacco prevention will pay a steep price in lives and dollars.”
The American Heart Association, the American Lung Association and the Robert Wood Johnson Foundation are the other groups involved in the release of the report, “A Broken Promise to Our Children: The 1998 State Tobacco Settlement 11 Years Later.”
Among the findings:
* In the past year, states have cut funding for tobacco prevention by $103.4 million (15.4 percent). Including cuts approved last week, New York made the largest cut — $25.2 million (31 percent) — even though the state has a successful program that’s reduced smoking to well below the national rate. Colorado, Maryland, Pennsylvania and Washington are other states that have made large cuts to tobacco prevention programs. * In fiscal year 2010, states will collect $25.1 billion in revenue from the tobacco settlement and from tobacco taxes, but will spend just 2.3 percent ($567.5 million) of that on tobacco prevention and cessation programs. Many states are expected to hike tobacco taxes next year. * North Dakota is the only state that currently funds a tobacco prevention program at the level recommended by the U.S. Centers for Disease Control and Prevention. Only nine states fund tobacco prevention at even half the CDC-recommended level, while 31 states and the District of Columbia provide less than one-quarter of the recommended funding. * For every dollar states spend to discourage tobacco use, tobacco companies spend $20 to market their products. In total, tobacco companies spend $12.8 billion a year on marketing, according to the Federal Trade Commission.
Decreases in smoking have slowed and even stalled in the United States, according to recent surveys. For example, the adult smoking rate in 2008 was 20.6 percent, compared with 20.9 percent in 2004, the CDC reported in November. While smoking among high school students has declined from a high of 36.4 percent in 1997, 20 percent of high school students still smoke and the rate of decline has slowed in recent years.
Along with calling for states to significantly increase funding for tobacco prevention and cessation programs, the new report calls on Congress to ensure that health-care reform legislation provides adequate funding for anti-tobacco programs and makes it mandatory for Medicaid and other health insurance programs to cover medications and counseling for people trying to quit smoking.
“The inadequate funding of tobacco prevention and cessation programs is a powerful example of misplaced priorities in our nation’s health-care system,” Dr. Risa Lavizzo-Mourey, president and CEO of the Robert Wood Johnson Foundation, said in the news release. “We spend too much time on treating people after they get sick and too little on keeping them healthy in the first place. Investing more in proven tobacco prevention programs and policies, like smoke-free restaurants and workplaces, will help people lead healthier lives and reduce health-care costs.”
Tobacco use — the leading preventable cause of death in the United States — claims more than 400,000 lives and $96 billion in health-care dollars each year. Every day, another 1,000 children or teens become regular smokers and one-third of them will die prematurely as a result of their tobacco use.

In the 1990s, when the premium cigar industry rebounded from a case of terminal stagnancy and even became, for the moment, somewhat trendy (while inspiring something of a late-1990s backlash as well), such a turn to the past for new ideas happened with the chocolaty, oily oscuro cigar mentioned above. These dark cigars occupy one extreme of the taste-color continuum–the informal rule by which light-colored, tan cigars are the driest and bitterest (features for which cigar aficionados prize them, as bitter hops make certain beers a once-in-a-lifetime experience), while, as cigar wrappers darken, the taste contained inside tends to get sweeter. The oscuro is like the bottom key on a piano, the lowest bass note on a guitar. It denotes how sweet and how dark a cigar can get.
But by the time of the so-called early 1990s “cigar boom,” oscuros were unpopular and very hard to find. This probably has more to do with an overall contraction in the market than with the oscuro itself, a kind of cigar that can be delightfully well-made as any other. With fewer people overall smoking cigars, flavors that had always been acquired tastes even among cigar fans were less likely to sell, and premium cigar makers stopped rolling them.
By the mid-1990s, though, you could find oscuros again–just as you can today, with the premium cigar industry continuing to function at a level far exceeding that of its 1991 state.
More recently, another nearly-extinct species of cigar has been recreated and is in the midst of repopulating cigar shops and online stores near you. The Salomon–a big cigar that comes in between perfectos and diademas in terms of its size–is tapered at both ends, and has always been popular in Cuba. Its unusual shape means that premium cigar makers have a difficult time finding rollers with the requisite talent and experience to make Salomons. But that hasn’t stopped La Flor Dominicana and Rocky Patel from adding new Salomon-sized models to their premium cigar lines–or from making quite an impression on taste-panelists and Cigar Aficionado (and other industry) reviewers alike.

I have many addictions, most of which are socially acceptable (technologies like the internet and television, sugar, cigarettes etc.), but I feel controlled by them and want to be able to be happy living life without them. One example is that I have been brought up having access to the internet and television 24/7. I very rarely read books, even though I find many books that interest me and sometimes purchase them but never get around to reading them. I spend hours reading online (blogs, newspapers, wiki, magazines etc.) and watch documentaries almost daily, but I cannot engage with a book because (i feel) it doesn’t stimulate my brain enough.
I often think that if I could get away for a month or two to a remote place where I didn’t have access to all of these “vices,” things would change. Is this a realistic course of action, or would I still be the same person? Any advice or comments would be greatly appreciated.

Upsurge In Real Estate Sector Prompts Bombay Dyeing, Century Textiles & Golden Tobacco To Develop Property
The revival of fortunes in the real estate sector has encouraged textile companies with huge land banks to foray into property development. Among such companies are textiles major Bombay Dyeing and Century Textiles. To date, most of the textile firms sold their land to developers.
Golden Tobacco, manufacturer of the Panama and Chancellor Cigarette brands, is also mulling to have its real estate arm to utilize its land assets across the country.
Earlier, groups like Tata, Mahindra and Godrej also entered the realty space. The Tata group has Tata Housing and Tata Realty while Mahindra’s venture is called Mahindra Life space Developers. Godrej’s venture goes by the name of Godrej Properties.
Nusli Wadia, Bombay Dyeing’s chairman, at the recent annual general meeting (AGM) said the progress on the real estate business was encouraging. Later, he told ET, “We have a land bank of 64 acres in Mumbai and we will develop this in a phased manner. The plan is to develop the land ourselves without involving a developer. We do not intend putting our land on the block.” Bombay Dyeing’s property is situated in central Mumbai. The real estate business for the company clocked revenues of over Rs 250 crore for FY 09. Apartments have been developed in Worli and Lower Parel.
Bombay Dyeing does not have a separate company in place for the realty foray. The company spokesperson declined to comment on the possibility of floating a real estate company.
BK Birla Group’s Century Textiles, which has a land bank of around 20 acres in Worli, will be the other company to enter the real estate space. “The company is considering real estate development and there could be some concrete development in the next couple of months,” said Century Textiles president RK Dalmia.
Meanwhile, Golden Tobacco, a Sanjay Dalmia group company, is also mulling the option of having a separate real estate arm. The company has land in many parts of India. Its 7.5-acre property in Mumbai was intended to be developed with a real estate company. However, it is learnt that Golden Tobacco will now go alone on this project. “We are looking to optimize our real estate resources and would do the needful in that regard,” said the company’s spokesperson.
Said Amber Maheshwari, director, investments, DTZ, an international property consultant, “The sector is looking better by the day and it is a good thing that corporates are venturing into it. This would not only improve the domestic framework but also bring in some good corporate governance practices. There will be more supply of land.” It is estimated that if the plans of these companies fructify, land worth $1.5 billion will come in as fresh supply.
