illinois cigarette tax

Is it illegal to mail cigarettes to someone?
from Florida to Illinois (yes, the person is of age). This is not a question of if smoking is bad for you and it’s not to save anyone money on taxes……my son is stationed out-of-state and is out of money (his check goes to his wife/child).
no my mom has been doing it for years. there is a limit. you can only send two cartons.
