ohio cigarette tax

Is it illegal for a store in ohio to sell cigarettes that have a west virginia tax stamp on them?
The store charges you ohio taxes but the packs are stamped west virginia. am i being ripped off?
I think they tax the cigarettes right out of the factory now. It is because Indians were bypassing tax laws since reservations are not American property… People would enter the reservation and purchase large amounts of cigarettes taxless, then sell them to friends and family members.
I don’t think they tax out of the factory in every state yet though, and I don’t know if they ever will.
